Board Members

Bryan Simmons currently serves as Secretary / Treasurer of the Arkansas River Conservancy District.  He has been a board member for 14 years.  Bryan recently retired from First National Bank Colorado after 30 years of employment in the capacity of Loan Officer and Chief Credit Officer.  He now works full time on the family ranch near Kim Colorado.

Throughout the last 19 years, David Armstrong has been a member of the Las Animas community most notably as an English Teacher and coach at Las Animas High School. He has also served on City Council as a councilman and Mayor Pro Temp, on the Bent County Economic Development Foundation, and the City Recreation Board. His position on the Bent County ARCD board as President/Chair allows him to remain connected with the community and provide a much needed service to all of those within City Limits. 

Joshua Japhet joined the Bent County Arkansas River Conservancy District (ARCD) Board in the Spring of 2023. He has been a member of the community since birth and was raised on a local farm and ranch on the west end of the Levee. Joshua is currently the Dean of Students at Las Animas Junior and High School, along with coaching multiple sports in the district. Being on the Bent County ARCD board as a member provides another form of connection within the community and provide a much needed service to all those the levee protects.
